Richard W. Turner, PhD
CONMED’s Chairman and Chief Executive Officer
Dr. Turner has held executive leadership positions in the medical industry for approximately 25 years.  Most recently, Dr. Turner served as President and Chief Executive Officer of EyeTel Imaging, a disease management company focused on early detection of diabetic retinopathy, since January 2004. 

Prior to January 2004, Dr. Turner served as President and Chief Executive Officer of BEI Medical Systems (BEI Medical), a company engaged in the development and marketing of a minimally invasive system for the ablation of the endometrial lining of the uterus.  BEI Medical was sold to Boston Scientific in 2002. 

Previously President of the Healthcare Group for the Cooper Companies, Dr. Turner held other executive leadership positions including President and Director of Cooper LaserSonics, Inc., President of CooperVision,Inc., President and Chief Executive Officer/Director of Pancretec, Inc. (sold to Abbott Labs, Inc.), and President of Kay Laboratories (sold to Baxter, Inc.). 

Dr. Turner graduated from Old Dominion University with a Bachelor of Science degree, earned his MBA from Pepperdine University, and earned his PhD from Berne University.


Stephen B. Goldberg, MD
Founder and President of Correctional Mental Health Services, LLC (CMHS)

Dr. Goldberg is a Board Certified Psychiatrist with added qualifications in Forensic Psychiatry.  He earned a Bachelor of Science degree from the University of Florida, his medical degree from the University of Colorado School of Medicine, and did both his Residency training in Psychiatry and Fellowship training in Forensic Psychiatry at the University of Maryland School of Medicine. He holds teaching appointments at the University of Maryland School of Medicine, Johns Hopkins School of Medicine and Walter Reed Medical Center and is an active faculty member in the University of Maryland/Sheppard Pratt’s Forensic Psychiatry Fellowship Program.

In addition to being asked to speak at numerous Grand Rounds at Maryland State Psychiatric Hospitals and giving statewide and national presentations, he is a Certified Instructor with the Maryland Police and Corrections Training Commission and has also served as a Guest Lecturer at both the University of Baltimore and University of Maryland Schools of Law. Dr. Goldberg was employed by Clifton T. Perkins Hospital Center (Maryland’s only Maximum Security Forensic Hospital) from 1997 to 2004 as a staff Psychiatrist, then as the Director of Admissions and, ultimately, as the Director of Pretrial Services.

Dr. Goldberg has worked in local jails since 1995. He developed a unique and innovative program for addressing mental health needs in local correctional facilities and in 2002 founded CHMS as its Chairman, Medical Director and sole shareholder. Within a few short years, CMHS created a new standard of care throughout the state for managing a jail’s mental health needs. 

His expertise and efforts have been recognized by the Maryland Correctional Administrators Association and he remains active in that organization.


Johannes Dalmasy, MD
Medical Director
Dr. Dalmasy is a Board Certified Psychiatrist who attended college and medical school at the Pontificia Universidad Católica Madre Y Maestra in his native Dominican Republic. He completed specialty training in Psychiatry at the University of Maryland in Baltimore and is a Clinical Assistant Professor of Psychiatry at the University of Maryland School of Medicine, where he has taught medical students and psychiatry residents for more than a decade. 

Dr. Dalmasy has over 15 years in correctional experience.  The quality of his services in the public sector has been so exemplarily that he has merited official recognition by the Mayor of Baltimore and the Governor of Maryland.

In addition to his regular clinical and administrative duties, Dr. Dalmasy is an examiner for the American Board of Psychiatry and Neurology and also works as a consultant, both nationally and internationally, to professional athletes, teams and organizations. He has been asked to speak on numerous occasions on topics that include cross-cultural mental health, medico-legal and ethical issues in psychiatric practice, and behavioral sports medicine. 

Dr. Dalmasy’s broad professional and cultural background, vast experience in corrections and his career- long dedication to teaching future doctors makes him a valuable asset to CMHS.  He has helped CMHS strengthen its position as a leading provider of high-quality, cost-efficient mental health services to correctional populations and furthers the CMHS mission to “serve the underserved.”


Scott Kesson, LCPC
Director of Quality Assurance and Operations Manager
Mr. Kesson received his Bachelor of Science in Psychology, with a minor in Sociology, from the University of Florida in 1988. He earned his Masters of Science in Mental Health Counseling in 1992 at Nova Southeastern University and has been a Licensed Mental Health Counselor since 1998. 

Mr. Kesson has over 15 years experience in the mental health field.  He began his career as a Case Manager working with the chronic and severely mentally ill.  His experience includes working with children in foster care, initially as a therapist providing on-site therapy, and ultimately as a Director responsible for 30 therapeutic foster homes. He created and supervised a Utilization Management program for The Department of Children and Families’ Alcohol, Drug and Mental Health Program that provided oversight to contracted mental health providers in Broward County, Florida.

Mr. Kesson began his career in corrections in 2000.  After several years managing and developing mental health programs for the incarcerated mentally ill, he was recruited by CMHS and joined our management team in 2006. He has been responsible for implementing policies, quality assurance, and providing clinical supervision. 

Mr. Kesson’s professional experiences, educational background, administrative expertise, and excellent clinical skills help CMHS maintain its reputation as a leading provider of high-quality, cost-efficient mental health services to correctional populations and furthers the CMHS mission to “serve the underserved.”
